Company Description Eternal Vigilance Institute is a Georgia-based, nonpartisan public policy and education nonprofit focused on election policy, election administration, and the practical mechanics of representative government. EVI works to help policymakers, civic leaders, election officials, and the public better understand how election systems function, where they fall short, and how they can be improved.
Our work includes policy research, legislative education, public briefings, coalition engagement, and practical analysis of issues such as runoff elections, special elections, election administration, audits, certification, and voting system reform. EVI’s approach is grounded in facts, institutional knowledge, and a belief that election policy should be understandable, workable, and worthy of public trust.
The Election Policy Fellow will help advance this mission by supporting research, writing, legislative monitoring, stakeholder engagement, and public education on election policy issues in Georgia and beyond.
Role Description This full-time Election Policy Fellow role is a hybrid position based in Georgia, with a mix of field work and work-from-home days. The fellow will conduct research on election laws, regulations, and proposed reforms at local, state, and national levels, summarizing findings in clear, concise briefs and reports. Daily responsibilities include analyzing policy proposals, tracking legislative developments, and preparing memos and presentations for internal use and external stakeholders. The role involves drafting public-facing materials such as fact sheets, blog posts, and talking points.
The position is designed for someone who can translate complex election administration issues into clear, practical, nonpartisan materials for policymakers, staff, civic leaders, journalists, and the public.
The Election Policy Fellow will also support coalition-building efforts, attend relevant meetings or hearings when needed, and collaborate with colleagues to develop evidence-based policy recommendations.
Core Responsibilities
The Election Policy Fellow will:
Track election administration activity during any Georgia General Assembly session and regular legislative developments during the grant period
Research Georgia election law, legislative proposals, administrative rules, implementation requirements, fiscal considerations, and relevant legal developments
Draft sections of the special legislative session report, research projects, legislative briefing materials, and public-facing explainers
Help identify operational questions, implementation challenges, and practical tradeoffs that should be considered before election administration decisions are made
Support practitioner-informed review by preparing background materials, issue summaries, interview questions, and follow-up notes
Prepare conference reports summarizing relevant election administration themes, proposals, risks, opportunities, and lessons for Georgia and other states
Maintain accurate source files, citations, document organization, and publication-ready drafts
Assist with distribution of public-facing materials through EVI’s website, email, a direct stakeholder outreach
Maintain EVI’s nonpartisan educational posture and comply with 501(c)(3) charitable boundaries
Some Travel required to participate in conferences and gatherings
Qualifications
Strong Policy writing and research skills to gather, evaluate, and synthesize information from diverse, credible sources.
Demonstrated Analytical Skills and familiarity with election administration or related social sciences to interpret data, trends, and policy impacts.
Excellent Communication skills, including the ability to write clearly for both technical and general audiences and to present findings succinctly. Particularly, attention to factual accuracy, sourcing, and legal distinctions.
Bachelor’s degree in Public Policy, Political Science, Law, or a related field (or equivalent practical experience).
Ability to work independently, manage multiple projects and deadlines, and collaborate effectively in a small, mission-driven team.
Strong attention to detail, commitment to nonpartisan, fact-based work, and an interest in election policy, voting rights, or democratic governance.
Familiarity with Georgia government or state legislative process
Sound judgment in politically sensitive environments
Experience with data analysis tools, legislative tracking platforms, or prior policy or legislative internship experience is a plus.
